Volunteer Clearances

CPYB is dedicated to providing a safe environment for learning. All CPYB volunteers are required to submit child abuse history certification and state criminal and federal criminal history (or exemption affidavit) clearances prior to approval as a volunteer and every 60 months after.

Clearances must be dated within the last five years to be valid.

As of July 25, 2015, the fees for the Pennsylvania Child Abuse History Certification and State Police Criminal Background Clearance are $0. The FBI federal criminal history clearances maintains a cost, at the responsibility of the volunteer.

By Mail: Clearance will be mailed to the applicant's address that was noted on the application within 14 days from the date the application is received in the ChildLine Verification Unit. Download Form


Pennsylvania State Police Criminal Background

Applicants can apply for their criminal record check online with the Pennsylvania State Police.

Federal Bureau of Investigation Criminal Background Check

Your status of residency will determine which option is right for you.

Option 1:
If you have lived in Pennsylvania for the last 10 years, you may complete and return the enclosed affidavit (in lieu of fingerprinting).
 

CPYB Affidavit of Exemption 

Option 2:
If you have not lived in Pennsylvania for the last 10 years, but established residency in PA within the last 9 years or less AND obtained your FBI clearance during that time, you may submit these results.
 
Option 3:
If you currently reside out-of-state or country AND obtained your FBI clearance in the last 5 years, you may submit these results.
 
Option 4:
If none of the above applies, you must complete a full application (including fingerprinting). Volunteer is responsible for the cost.


The Pennsylvania Department of Human Services utilizes IDEMIA to process fingerprint-based FBI criminal background checks. The fingerprint based background check is a multiple step process.
